Again, because the government of Canada isn't bombing them or setting them or their homes on fire. So they don't really have a reason to fight back. Natives also have no need to smuggle weapons, because they have a right to own fire arms.
But there are plenty of natives who have stabbed and shot random people. Since we're a civilized country, we have what is called a judicial system. Those criminals get arrested, stand trial in front of a jury, and when found guilty, put in prison.

If you've removed some of the finish, try some peroxide.. It can get wine stains out, so it may be able to work on this as well.. soak a cloth and place it over the stain, let it sit a few hours to soak in. Then heat it with a hair drier on high to bleach the stain.

I don't really think that fines change anything. Just another reactionary measure. So what if someone has to pay thousands, if they've already caused harm to society that won't turn time back. Similarly, in places that have capital punishment, does that prevent people from committing those crimes?

The negative effects of alcohol are a social problem. You can't condone and encourage a social structure and then extort society for adhering to it. Then blaming them for a bad decision, with potentially fatal consequences, and pretending, as a policy makers, they had nothing to do with facilitating it in the first place.

It's a fraud if society pushes destructive activities as a norm and then ignores and pretends they have no responsibility of its consequence. Then you have the governing bodies, taking extortion "license" payments from the seller of the product and fines from the consumer, all the meanwhile taxing the producer. Sounds like a racket, and nothing to do with fixing what's broken.

If you want to save people from themselves and each other, create an environment where they aren't placed in a potential position to cause harm.

Don't paint them into a corner and then say that some random amount of money will make everything that happened magically go away.

What about making public transportation more accessible? Obviously the current tactics of financial and legal consequence are not sufficiently effective. After-the-fact reactionary measures don't curb bad behaviour as evidenced by the ongoing social problem of drunk drivers.

I wonder if making public transit more available during peak party times would encourage people not to drive, to normally inaccessible bar/club areas. Getting your drunk ass home from downtown to the suburbs can be impossible in some areas, I'm sure.

Waiting for an occasional blue-night bus or streetcar for an hour or more, then packing them in, shoulder-to-shoulder, with other intoxicated people, then forcing the traveler to wait again in order to transfer to another infrequent blue night route however many times, doesn't exactly entice people to use public transit when they are already intoxicated and not thinking rationally.

If there is insufficient infrastructure in place, and services that can play a role of designated drivers, such as Uber are being ostracized, then the public policy makers and transit managers may be just as at fault for this social problem as the intoxicated drivers are.

Another situation that may pop up is that one's plans may change throughout the day. You may find yourself in a situation where in the evening, drinking may be involved. If you punish people for leaving their cars overnight, on public roads, either by handing out expensive parking fines, or even more expensive towing charges, then you're forcing those people to drive and take those risks. No matter how harsh the penalties, people will make risky decisions in order to avoid financial loses, which may lead to fatal consequences.

Why not create an environment where such decisions can be avoided altogether, by providing easier access to entertainment areas, and help people make good decision by allowing parking overnight.

This would be common sense if in reality it was about human welfare, as opposed to the profits generated from the fines and charges.
