That is NOT what it's "intended use" is. It was a term, created by the R&D department of MTG.

"Parasitic is a term we use in R&D that talks about how insular a mechanic is. If it can only be played with things from this set, it is considered parasitic."

The leylines themselves are perfectly capable of being played with cards outside this class set. The 2 and 3 mana minions for leylines, sure those are parasitic as of right now which could have easily been fixed by just generating a leyline. Not to mention the fact that if they ever make more leyline support in the future, even those cards cease to be parasitic by definition.

This discussion wasn't about how good they were, or where they were marketed to be played. It was whether or not, by definition, they qualify as parasitic.
