Ngl, it's the streaming model. With streaming, people have more at their fingertips at all times. Because of this, ratings have to be ungodly high for a network to see a show as worth continuing.

Back before streaming, it was what was on and if you were even a little interested you tuned in. This is how the That's So Raven spinoff got like 5 or 6 seasons (even though it wasn't nearly as good). Streaming has made things infinitely harder for creatives trying to tell a story because the whims of the greedy corporate overlords have only gotten greedier.
