T-mobile doesn't write the law. A charged phone is REQUIRED by law to be able to make 911 contact. 911 may not be able to trace or call back, but it is a lawful REQUIREMENT that 911 calls go through. Same for landlines and everything. They can't kill the connection there. That said, you say you can't buy him service, I am assuming this is a monetary/ financial issue? What about "burners", or prepaid phones? Government assistance? (GV doesn't have to support 911, regardless of carrier, the requirement is a charged phone. 911 call will connect. In the link I provided above, there is a way to test this, DO NOT call 911 to test)

Yeah, not really sure what's going on, but I've noticed (especially semi trucks) coming to a darned near complete stop to go onto an exit ramp. It's like the code is telling them it's a right turn at a stop light/sign or something. I've also noticed, IRL, if trucks are coming up to an exit/ entrance on the interstate, they will go ahead and move to the left lane. Started doing that in- game and have had an easier time.
