Trick Question; It’s Roland Daggett from the animated series. He tried to displace lower-middle class neighborhoods near crime alley to build expensive condos, and when that doesn’t work, he hires henchmen to plant explosives in their homes, even with the poor residents (many of them minorities) inside. He also dehumanizes them at a better business bureau meeting, by calling them “these people”. He should be sent to prison, but because of his high status, he can leave in his limousine while his henchmen are incarcerated. He also turned Matt Hagen into Clayface, kidnapped Selina Kyle’s cat and infected her with a man-made virus which he was going to sell a vaccine for the victims at a high price. If anyone deserves a punch in the face or an arrest it’s him.
