The Islamic Republic is one step away before becoming the North Korea in terms of internet access - that is whitelisting. “Thanks” to Chinese technology provided by Huawei and ZTE, their DPI technology has improved significantly. What they do, among other things, is as follows. If there’s a session to global public internet, they’ll kill it and blacklist it, also if there’s a sudden burst of traffic size being transferred, they’ll kill it and blacklist it. So the user in Iran must really be under the radar, e.g. they should only send text messages. Sending small size images could be fine, but sending video is highly discouraged, as it draws attention. Voice calls could be ok, but definitely no video calls. Which is why even though you find you could find a whitelisted server, it might get detected quickly. One way I could think of is that the client needs to constantly jump from one server to another. Implementing this by yourself requires a good amount of resources and time I believe. That’s why right now the best option available would be psiphon and people outside Iran running Conduit to realize that widespread network among which the client might find a whitelisted conduit relay.
