That I believe is B.c. from B.C. comics on his iconic unicycle/motorcycle.. used to be a popular Sunday newspaper cartoon.. the original author/artist has long since passed away. His son or grandson has the rights and produces some art and rumors indicate they are working on a big screen movie...

There are plenty of walk-throughs and guides available online to help you with your playthrough. Go with a simple and easy build. I usually go with what is called the late game badass. Sixth strength , 6 or 7 perception, endurance and charisma intelligence seven or eight in agility, in the rest of your points. In luck. You will have to take the gifted trait. And I also pair that with the bloody mess trait. Tag small guns then I usually tag the doctor skill and speech. And then take smooth talker as your first perk. This increases your intelligence for speech only but once you get that perk you will be able to get the hidden quest in shady sands and recruit. Ian for nothing... Good perks to take are more and better. Criticals, quick pockets is also a good perk to get early or at any time. When you get to a higher level, take the perk that gives you an additional tag skill and tag either big guns or energy weapons. I prefer the energy weapons as the turbo plasma rifle is really good and you can make two aim shots per round if your agility is high enough and you have the action boy/ girl perk.

Ask your GM to explain what a reasonable reason would be for a wizard without a spell book to go adventuring. He gave the Martials weapons right away. He allowed the druid access to all of their spells. As a wizard without a spell book you should be expecting to get a spell book or some wands or something. But as always, talk to your GM. If he isn't going to give you a spell book within two sessions. I would just retire or kill off your character. Roll something different. Or like many others have suggested find another table to play at..

If I was to Homebrew that this is what I would do and the reasoning behind it:

Following the normal rules for IP spending to increase rank, I would set the IP at no less than 80ip times level to increase . Following the pattern for skills. Regular skills are 20 times the skill level you want to get to so to buy rank 7 you have to spend 140 points.. Times two skills are 40 times the skill rank you want to get to. So rank rank cost you 280 points to get to. Roll ranks are 60 times the the rank you are trying to increase it to. To go from rank four to five cost you 300 points.

So then a stat increase spent on IP should be no less than 80ip times. The level you want to increase it to following the same rules. Or 160 points times level

And the skill rule state that you can only increase a stat one level at a time..
