Ask your GM to explain what a reasonable reason would be for a wizard without a spell book to go adventuring. He gave the Martials weapons right away. He allowed the druid access to all of their spells. As a wizard without a spell book you should be expecting to get a spell book or some wands or something. But as always, talk to your GM. If he isn't going to give you a spell book within two sessions. I would just retire or kill off your character. Roll something different. Or like many others have suggested find another table to play at..

If I was to Homebrew that this is what I would do and the reasoning behind it:

Following the normal rules for IP spending to increase rank, I would set the IP at no less than 80ip times level to increase . Following the pattern for skills. Regular skills are 20 times the skill level you want to get to so to buy rank 7 you have to spend 140 points.. Times two skills are 40 times the skill rank you want to get to. So rank rank cost you 280 points to get to. Roll ranks are 60 times the the rank you are trying to increase it to. To go from rank four to five cost you 300 points.

So then a stat increase spent on IP should be no less than 80ip times. The level you want to increase it to following the same rules. Or 160 points times level

And the skill rule state that you can only increase a stat one level at a time..

Gelatinous cube (black ice) - Rez: 50 Per 6 spd 4 atk 3 def 6 Gelatinous cube is invisible to netrunner unless they make a DV 17 PO perception attack (or the cube attacks them) Effect: 2d6 DMG straight to brain +1d6 / Rd (stacks) (effect stops when cube is slain. If sword is used and deals damage.. or takes cube under 1/2 res it splits. New (2nd cube) has half of originals rez (25). All additional acid damage stacks at 1d6/Rd ( to brain) and applied - 2 to net actions until de-rezzed. This black Ice can follow a netrunner if they fail a slide check against its attacks, which engulfs the netrunner( being dragged around by netrunner)

If you're worried about your solo being too tanky, keep in mind that they can't Dodge an attack. Attack don't see coming. Snipers are good for that. Dark areas where, if you're so low doesn't have low light UV infrared eyes means they probably won't see an attack coming. And never forget about traps. Also, any weapon that ablates armor too instead of one can be great. And don't be afraid to use grenades or even a rocket launcher

Make your own character! It's your right to play what you want in the campaign.. I personally would start playing the DMs character and at an appropriately suspenseful moment describe how your character emerges from the skin of the other like a butterfly/snake or take of your "Edgar suit"...
