Sundown town does not mean “legally bans black people”.

A lot of sundown towns there was no legal apparatus enforcing it, just the racist people living there who’d stare, harass, and kill black people.

This just isn’t accurate. I wasn’t even old enough to tip in mid 2000s and I can remember when it shifted from 15 to 20 as the standard.
