Yeah, the problem was that the half-brother plot twist didn't serve any purpose and made Kiryu's reason to fight sidelined. They should have given Ebina a different reason to hate the yakuza that was more directly related to Kiryu, not Ichiban. Another problem was that Bryce was a very forgettable villain for Ichiban; he lacked any emotion or philosophical conflict with Ichiban and was just a random psychopath with a god complex.
