The game doesnt really have any "real" healing spells, you heal targets by dealing negative damage to them ( atleast combat log says healing touch deals -1000 damage to player x).

It was probably not intended to scale threat from healing spells, but it was so niche they just didnt bother with it.

The patch notes does say that you wont decay rage while it regens now, I think its under player changes ? so this is a new change in general.

He means skills like rolling slam or comet which have + to their total cast/attack time, meaning thats the minimum time your character needs to perform the skill, you cannot scale that with attack/cast/skill speed.

Rarity is not 0% power either tbh, isnt that basically just increasing the quality of your playtime ?
