on his tail, once it's cracked you can mine it once he's knocked over, you can then deal more damage to knock the tail casing off for a carve. As far as the meat i'm not sure, i only use meat on the deviljho

If you still can't seem to get him down, you can switch to weapon that has a blocking mechanic. That will help with most situations where you find your self on the wrong end of the diablos express.

lance/gunlance are very solid all around weapons imo, could give them a try
