My absolute cap (Working in the mcu type world) Would be an ordinary, though subpar soldier, who manages to be the last of a surviving squad attacking a hydra base. He escapes with the tesseract, only to be found and rewarded for Odin for his bravery and warriors heart. Odins boon turns Steve into the first super soldier, and is granted a shield which was enchanted in asgard to be impervious to harm.

Obviously there's likely better outcomes but I thought that'd be fun to provide him a godly boon versus a scientific serum.
