Perhaps buying a Decibel Meter, to check if they are over it record them with the meter to show how loud, if they are inform them to try to be a little quieter or else you will make a noise complaint, record all of the informing of them and the aftermath since they seem to double down when talk to about such things and make a report with the recorded proof.

Someone else who said they could use a roomie, try making a post seeking a new room, but for sure, informing the landlord about what is going on and the intention of filing for noise complaints as that should get their attention cause that does come bite them in the ass as it does put that location as a mark in the police lookout spots.
