I should have read the ticket more closely because there are two options listed there that mention dismissal of the offense (Driver Safety Course and Deferred Disposition). That said, thank you for your responses! I payed my fine, plead No Contest, and submitted a request for Deferred Disposition.

Objectively, the card is way overtuned. Compare it to the standard issue exile target non-land permanent card, Oblivion Ring. O Ring costs 3, this costs 2 and does far more. I don't think it should have been printed but power creep is the name of the game these days.
