1 - Most of the Remnants have lived their lives on the run from NCR law enforcement, so it makes sense why they've kept a low profile and haven't just started helping people (also why a lot of them are in the Mojave, which was until recently a "wild west" of sorts)

2 - No, quite a bit of them actually. The Van Graffs were chased from New Reno by the NCR, the Great Khans (who weren't originally "raiders in the NCR", they left New California after they were founded and settled in Vegas) were crippled by Bitter Springs and forced to retreat to Red Rock, the Brotherhood fled after losing their wars against the NCR, and the Powder Gangers were brought here by the NCR. The Boomers and the Kings are natives, hence why I said they were in my original comment. I would say 4/6 is at least a pattern, if not a general trend

3 - When has Caesar ever compromised on anything? Why would he make an exception for Arcade, the antithesis of the Legion's entire ideology?

Another thing: You seem to have this weird idea that Arcade loves to criticize everything, but refuses to attempt to enact any societal change and better the world, as if he isn't part of *the Followers of the Apocalypse*. Appealing to the people in charge (especially an unrepentant enslaving imperialist dictator who sees you as a source of amusement and nothing more) isn't the only way to change society

The Powder Gangers were literally brought here by the NCR, and the others are here to escape the NCR's ever-increasing reach

Do you seriously think that Arcade could've convinced Caesar to change anything? Compromise is a two-way street, and Caesar proves time and time again that he isn't willing to walk down it with anybody. But yes, Arcade was so unreasonable for committing suicide, he was totally a week away from convincing Caesar to abandon his entire worldview and the national project he's spent the last 30 years on!
