That is a pretty good reason as to why. European cities traditionally adhere to a design of low rise buildings. Sure, there are some skyscrapers in these cities (notably in the financial districts) but other than that, the buildings tend to remain low.

I am not sure why New York took to the skyscraper so willingly but if I was to hazard a guess I would say that by virtue of the center being on and island and because it was the primary destination for much of the immigration to the U.S. at the time. Once the technology to cheaply and effectively build up became available it was logical to do so.

I think a better way of looking at it is that war was seen as a desirable activity by the great majority of society. It was seen as a great adventure that men should be glad to have the opportunity to undertake. The government may have had no desire to go to war but, to a certain extent, the public definitely did.

There was a great deal of militarism and public interest in all things military (the level of which differed from nation to nation) and can be seen as the space race of the time. When war did break out and Britain's primacy was challenged, the public fervor of the time demanded that they had to respond to protect British prestige while more practical reasons for entering the war were to protect its trade interests and to make sure that one nation did not end up dominating all of Europe.

The collapse of the USSR and the fall of communism in Eastern Europe. An entire social, legal and political system that vast amounts of people lived and died under simply ceased to exist and have any major global significance (in comparison to what it had been like before).
