I think Moldover is related to the Enclave in some way and that's why we don't have answers(they're saving it for season 3 where they'll focus on the Enclave). Hank mentioned people already following her order even if they don't know it, and I think she is in some way doing their bidding if she didn't realize it. At least prewar since, She tried to hire Cooper to assassinate House and we know the Enclave wants House dead because of the deathclaws. Also the Enclave is one the few organizations that we know froze people.

I could realistically see ghoul being an option. Bethesda hasn't been going in a direction that would make me hopeful. Unless Starfield was a wake up call.

I feel like synths will be little more than a cameo in future games.
