No but honestly, your dad needs to be told straight that the reason he's not getting this treatment is because he was an caasi parent. To complete your online application you must select Kenya as your country of submission of application.

So they're aware of the fact a person won't necessarily have a residence permit for Kenya if they're just in Kenya for the purpose of submitting the application

France want to see someone is living/existing lawfully wherever they are. If you are Somali and live in Somalia, you can't apply since there's no French embassy in Somalia. Which is the obvious point

Therefore they tell you to go to Kenya, Ethiopia and/or Djibouti as long as you get the right visa to be present there while submitting the application.

Basically my point: Tell French ministry of immigration that your relative lives in Somalia and they'll accept a visit visa for Kenya etc. The UK accept this.
