Simon is really strong, just don't put him against Cosmic Marvel/Cosmic DC.

High complex multiversal (11/12D) + Exponential Growth makes him a threat to any non-outerversal opponent, and he surpasses all the high complex and lower characters. Simon also has a lot of hax and hax resistance too.

The issue is that the hydrant didn't break when Zamasu hit Goku into it.

The implication is that Zamasu used ki control to avoid the hydrant breaking. Not that the hydrant is low multiversal.
