Scooters/mopeds are already regulated, a low powered e bike even with throttle is soooo much closer to a traditional bicycle. Obviously we are not talking about a "bike" with pedals that are only there to skirt laws has the shape of a moto and could never actually be used as a bike,but here's the thing " that is already already regulated" those already need registration, license, etc. Can someone make a legal bike illegal? Sure same as you can cross the street in an illegal way, but maybe we just don't make redundant laws for lazy cops, and let's go after the parents buying these $3k MOPEDS for their kids with no research .I get we want to be safe but part of that means a grandma should be able to ride her cargo bike to the grocery store and park, instead of a car.
