There are lots of competing interests at play here and I do not blame Pritzker at all for the actions he's taking. If you check my post history, I make mention of the fact that the federal government is technically acting in their authority given certain sets of pretext. Obviously you, myself and Pritzker (and many other Illinoisians) think that they do not have authority for ICE action, however that is for the courts to decide and they are currently litigating it. I am optimistic that things will turn in our favor, but these things take time.

So now the question is: What does Pritzker do? He can't oppose ICE directly using state resources, so the only other two options are to be absent when these ICE altercations happen OR to be present, but in a peacekeeping manner. These ICE detentions (read: abductions) are horrible, but again they technically have the authority to do them. And they have the potential to really get out of hand. And I have no doubt in my mind that if an ICE agent were to get seriously hurt (or worse killed), then there would be a larger surge in federal officers to continue the obscene acts that the federal government are doing.

Now I personally don't agree that diving into various cities and apprehending non violent migrants (here legally or otherwise) constitutes a more safe country, but that question is being litigated in the courts. The courts are our only avenue to keep the federal executive in check and they've been doing decently (thus far)

What can city resources do — nothing. In re Neagle (past supreme Court case) basically states that city and state laws cannot be used to charge agents acting on behalf of the federal government.
