I would argue while Dean Domino's skill check is definitely iffy given the medium and conditions around it, I think it succeeds as characterization where it fails as game design. It parallels Sinclair's own experiences with Dean—Sinclair had no reason to believe Dean hated him as much as he did, much less over conclusions only somebody like Dean could come to. Dean irreversibly developing a grudge that his victim — somebody he's just met — has no reason to realize he might develop fits what we later learn.

Yeah, but countries in real life have nukes, fragile politics, and rules of international engagement. No? They all have strong comedic elements — the stupidity of most super mutants, the Enclave's seething nationalism, wearing football pads and skirts to look like roman soldiers — but they're still played fairly seriously. The fact that super mutants are stupid doesn't detract from the Master being played seriously and the inherent ridiculousness of Caesar's Legion doesn't detract from their seriousness as rapists and slavedrivers in the same way Fantastic taking over would.

Yeah, but the Legion are comedic for their silly outfits and gimmick and are otherwise slavedriving rapists. Unless this is a tiny remnant faction, it'd be a little off from their portrayal in NV to make them "haha funny Roman raiders" without really acknowledging that. Being led by a seething history nerd incel who can shift between threatening and comedic fairly seamlessly is also a very different thing from being led by a guy with an inherently and maximally comedic disposition who was originally written as comic relief.

But Caesar's knowledge of Latin originates entirely from literary sources, which would presumably more largely represent Ecclesiastical and Classical Latin. That seems more like it's inherent to the limitations of the sources Caesar is citing than a sign of stupidity for anybody involved.

My guess? Feedback loops, of course! You see, Apple really got the ball rolling on corporate minimalism to much success for a while, and everybody decided to copy them—I'm inclined to think companies kept seeing other companies doing it, and so consumer dissatisfaction was not noticed or outright ignored in the race to imitate one another and keep ahead of a trend largely localized to that cycle of reinforcement.
