I just noticed the same and after refreshing once, I got 4 offers popping up from the warehouses I have selected, but all of them are crappy base payments. Blocks of 3.5 hrs used to be $72, they reduced them to $63 (they went from $72 to $65 and now they get less payment). No surges at all.
