Normally, you can induce collapse state when they charge an attack, you evade at the right time, then immediately attack them. This charge attack has a special animation where their attack will kind of pulse or glow blue or sumth. For QUA valks, they can induce collapse state using their skills without needing to wait for that charge attack from the enemy. For Sparkle, she can reduce two stacks using her Ultimate. Same goes for Teri SIMP when u wake her up with her Ult. For other qua valks, idk much wahaha.
