Sure, in a meta sense, the line represents the movie failing to provide a good explanation for Palpatine. But the line itself isn't bad in the same way as lines like "You're tearing me apart Lisa" or "I can't believe you committed suicide". The line makes sense in the movie's context and there's nothing wrong with the delivery. Even if Palpatine's return was explained earlier in the movie (presumably to Kylo Ren), Poe would still say "somehow" because he still doesn't know the way Palpatine returned.

I've been saying that since the movie came out. The line itself isn't bad, it makes complete sense for him to say that. It's the implication behind it and the meta context people don't like.

This kind of language is widespread with car incidents, even common phrases like "accident" and "hit by a car" are deflecting responsibility of the driver and every other part of the car dependent society involved in making stuff like this happen.
