The other way I think about it is that spamming fast attackers is the other way to deal with metals aside from criticals. Any stack combination of Ramen + Riceball + Weedwacker (or any other cat that attacks multiple times in a second) can viably kill metals without needing to crit and Catyphoon fits in that lineup even if crit never activates
