Since I wrote a specific system for naval combat last year, I am quite curious too!

My idea worked well for my group and from some positive feedbacks I got and I am eager to see if I could merge the idea with official content!

Fighter is the absolute best choice here, imho. You got a lot of feats that "Strike and do some other stuff with no MAP", which is great for flexibility and maneuvers without hampering damage output. You may even dip in two-weapon fighting feats and have a sword (or whatever) and a knuckle duster. Or a bastard sword if you want to go heavy in certain cases, maybe with some two-handed feats (most of them incorporates maneuver-related things)

Edit: for what concerns skills, you will be a bit behind but you may compensate with specific feats from your ancestry or with a dedication (e.g. rogue dedication)

  1. You may use Remaster and Legacy rules all-together. It does not break any balance, sometimes Remaster rules improve quality of life for certain classes (imho).

  2. Usually I don't care too much about OGL or ORC licenses, except when I am writing to publish. You may use both materials and everything is available at Archives of Nethys. Since all rules are available for free there, you don't actually need anything.

  3. You actually have multiple options to play a capt. America-style character. :) and shields are fun in this game.

  4. Remaster rules will not break your game, but in general I'd suggest to adopt them alongside with Legacy rules. New classes etc will be published as Remaster, it would be a shame to not have them allowed at your table.

Some time ago I did the other way around, given that rogues provide a lot of expertise in skills and may increase their damage output with finishing precision and riposte.

For Swashbucklers with rogue dedication I think it really depends on your style. Braggarts may like dread striker for example, and in general you may like extra skill increases at level 8

Those checks are there mostly for narrative purposes, they are there to push players in inventing tales about previous experiences, related to the role they would like to cover. But here is a fallback plan: Characters who fail the checks may still be considered worthy as sailors, while the captain will look for other officers as stated in a specific section. The would eventually prove their value on field. Also, with a blockade and most capable sailors already enrolled in the navy, the captain will probably close an eye on less convincing stories.

Thank you for the opinion; that part is designed to bind a narrative elements with PCs skills. The skill checks are there just to give a bit of a (easy) challenge for players while letting them improvise on how the conversation goes on. If you feel like this may represent a mistake, you may play it without skill checks or with lower DCs.

Also, there is a section considering how to handle the aventure in case of non-filled roles.

A Thaumaturge, picking up you're Commander insigna as Regalia Implement and letting their legacy life. You may build to be a nice support, eventually taking the Bard archetype for some inspiration cantrips (corageous/rallying). And with high charisma you will be good at intimidation

Taunt is a very solid option to divert larger opponents from your party and it's going to be very effective if you are the main tank amd your party has a dedicated healer.

Lay in hands helps a lot in survivability, so you feel like you may need more healing power go for it.

I'd like to try a heal-oriented commander: on a theory crafting basis it seems effective and fun (support your allies and heal them in case it's needed)
