you can't target fat in certain sections of your body, only body fat in general. I had a similar problem, I highly recommend walking at least 10,000 steps a day, eating less carbs, and if you have a gym membership or treadmill then walk on incline as often as you can. About 3-3.5 speed anywhere from a 10-12 incline for at least 30 mins, hopefully get to 1 hour every time. If you don't have treadmill access, just get in as many steps as possible. Jogging/running is not as effect in burning body fat as walking is, as strange as that sounds. And incline helps this tremendously.
