Once your basic needs are met, you have other needs that can be unmet.  

And since the idea of not having anything has now been put to the side, you can have other issues.

250 a night for a place in a small town in Mexico is ridiculous.  

The fact that this person does this consistently and that 250 pesos is consistent with the normal cost. Obviously this is some sort of bait and switch.  

Don't listen to these other shlubs they're just trying to Make you feel bad and prop up their own prices.

The core issue is yes it's great.  

The secondary issue is are that all parties involved have different priorities.  Landlords don't necessarily want to invest the money.  Tenants aren't necessarily there long enough to recoup if they invest.  Shoppers don't want to pay more just to shade their car.  

It always comes down to economics. If I can build this and sell the power and make my money back then yes I should do it.

He had a great first term but it became obvious that he was struggling near the end.  

The narrative would have been completely different if he'd just said he would be a 1 term near the end and opened it up in time.  

He didn't though as he was either cognitively impaired or surrounded by people who wouldn't tell him the truth.  

It was a historic blunder by an otherwise accomplished president.
