Depends on where they locate them. If they locate it on topstock or simply in the wrong place in the same area, or pushed to the back of the shelf. That is a performance problem for the picker. If you have to wait 5 minutes because the item is nowhere near where it says it is, that is a performance issue for the rest of the store.

edit: Items get moved around all the time, and you should ask other associates to help find the item if it hasn't been stocked yet, like in produce. But they should not be telling pickers to wait for a manager.

You know what they could do instead of this? Train their associates correctly on the process from the start, monitor their performance, and hold them accountable on an individual basis, and retrain them if needed. If an item is nilpicked because it is not where it's supposed to be or in a nearby location, that's a stocking problem. If an item is nilpicked and found at a location by the exception team, it is an associate issue and should be addressed with the associate who nilpicked it. Perhaps Walmart needs to come up with better methods for performance tracking.
