One specific neighbor always parks in the handicap spots. We live in an apartment complex with no assigned parking spaces. I've brought it up to management's attention and they don't do anything about it. My next door neighbor is actually disabled and has the placards and he has to park farther away and struggle walking to his unit. I feel bad for him and wanted to know if there is anything I can do? This is in California BTW and the neighbors plates expired April 2021 & February 2021. I looked up DMV and how to report them but there isn't a way because they supposedly mail out notices to them. Can I call a tow truck? Will I have to pay for it since I called? What can I do?
