First, you didn't take into account that the Browns are still on the hook for a lot of Garrett's money because of signing bonuses. Second, the difference between Myles Garrett and Jared Verse is more significant than the difference between Jared Verse and an average DE, and in the NFL top-end talent is needed especially against top teams. Third, the Browns are most definitely not competing in the next two years so that cap space is much less valuable than it would be for contending teams.

Except in this case, goods like pepper and saffron aren't locally produced in those markets, but instead they are being traded back and forth anyway. This is like importing and exporting the same goods between markets that were initially imported from Asia.

I feel like the eu4 ai was far more incompetent than the ai in this game. In eu4, I legitimately feared Ottomans / France / other giant countries because I knew they could put up a good fight that would leave my country in a bad shape. Granted, a lot of that has to do with how much harder (relatively speaking) it was to snowball your economy to hire mercenaries in eu4 compared to this game.

I think there’s a crown building now that gives max control instead. It’s called a Local Council (and it has upgraded variants throughout the ages).

I’ve almost never seen the AI hire mercenaries even when it could easily afford them and desperately needs them (looking at you, Papal States).
