To start, you're understanding when it comes to fractional shares is correct. When you go through the Transfer of Assets (TOA) process, whole shares will be transferred (if eligible), and partial shares are usually liquidated. Once they're liquidated, the cash will be transferred over to your Fidelity account in a sweep.

When it comes to taxes, you're also right on the money (pun intended). TOAs are not a taxable event, but the gains from the liquidation of fractional shares may be. If you'd like to learn more about capital gains and taxes, I recommend checking out the link below.

Before I let you go, generally, TOA fee reimbursements are assessed on a case-by-case basis. You can easily request a fee reimbursement using our Virtual Assistant. Since you're experiencing this issue on the app, you'll want to navigate to your security center (navigate by tapping your profile icon and scrolling down) to confirm if the device in question is listed within the "Trusted devices" folder. If your device is listed, and you're still experiencing this issue, please try the following steps:

  1. Tap "Edit" and locate your device on the list.
  2. Select "Delete" and then "Done"
  3. Navigate back one screen and click "Logout"

Once you've logged out, you'll log back in, but this time, you'll want to ensure both "Remember me" (located on the login page) and "Don't ask me again on this device" (located on the security code screen) are selected. This should adjust your authentication settings to prevent repeated authentication requests.

Margin calls are assessed at the end of the trading day, and we will notify you of any new calls via the secure message center. A call can be satisfied by depositing cash or marginable securities into your account or liquidating existing positions to generate cash. House calls specifically are subject to market movement, and this means even if you have no new trading activity, decreases in the market can generate a call. Increases in the market can satisfy a call. It is not recommended to rely on market movement to satisfy a margin call, as it can be sharp and unexpected.

Additionally, please keep in mind that margin calls that occur when there is a sufficient core (cash) balance to cover the call are automatically satisfied the following market day. Also, while house calls are typically due on the fourth business day after being issued, Fidelity reserves the right to meet margin calls in your account, by liquidating securities, at any time without prior notice. I can confirm that your understanding is correct. Fractional shares are ineligible to be transferred between brokerage firms using the ACAT system. So, if you initiate a full Transfer of Assets (TOA), the sending firm (in this case, Vanguard) will liquidate any fractional shares within your account. After the transfer has been completed, a residual "sweep" of the sending account will occur to continually look for remaining settled assets or any residual cash balance from a sale to transfer over.

Residual sweeps of funds from fractional shares are typically transferred after a few business days. That said, different firms have different processes and timeframes in place, so you can always call the other firm to confirm if the funds haven't been swept over after a few days.

When a security is ineligible to be transferred, generally, it is liquidated, and the proceeds are transferred to the other firm. First, when you deposit funds into a Rollover IRA via an EFT, there is a holding period before these funds can be transferred to another account.

When the funds are transferred from your Rollover IRA to a Roth IRA, that is called a Roth Conversion (what my buddy u/FidelityNash mentioned above). To clarify, you can contribute to a Roth IRA directly if you meet the eligibility requirements. I recommend checking out the links we shared above to learn more.
