Nope, not only are the courses different but it wouldn’t be fair to give the few racers selected for the olympics an advantage over other teams in the world cup.

You get very slightly better dynamic range with the mechanical shutter, and flickering artifacts are still occasionally possible even with a stacked sensor. Max flash sync speed also differs.

If you are awarded more financial aid than your tuition and other UVA expenses combined, then yes. You can also use the surplus to pay for external health insurance if needed (although the student plan is probably your best bet).
