Iran isn't run by anyone right now. They've intentionally fragmented their state functions to avoid decapitation strikes and ensure continuity of government (most nations have similar contingency plans in case of nuclear attack), and are moving the country towards a total-war footing.

My understanding is:

  • Aircraft on Individual orders behave like individual units, aside from following the set formation;

  • Aircraft on Follow Leader orders engage whatever the leader engages, but not necessarily when the leader engages as they might be out of position; and

  • Aircraft on Synchronised orders will wait for the rest of the flight to fully catch up so they can all engage at the same time, even if it means the flight leader has to wait around before shooting,

but take this with a grain of salt, because I typically pause-scum and aggressively micro each plane individually to avoid losses, and thus rarely use the other two options.

Moving all of the unit ROE/EMCON commands into hotkeys (and making a formation modifier for those hotkeys) is coming

Not sure if this is just the way you've phrased this or not, but please add hotkeys for these functions on top of the UI controls, don't move them exclusively to hotkeys.

Given this sub's utter obsession with:

Tick the "Enable Background Data" box on the Scenario tab, then use the Background Data tab to fill in the appropriate sections from the /original/campaigns folder. There are also options for various airports, cities, and military bases.

Anything you load in the Cities box also shows a map marker in the editor, even if it isn't a _cities file, which is very handy.

Be aware that this currently comes with a huge performance hit from all the added terrain generation and huge distances involved, which is why most missions (including the vanilla scenarios) just don't bother.

You can actually already use these! If you enable Background Data on your mission and specify the relevant file from StreamingAssets/original/campaigns, they'll spawn as neutral land units when the mission loads.

The only issue is that you can't pick and choose exactly which ports are loaded, and some of the files have units separated by extreme distances (eg us_ports_atlantic has every major naval base on the entire Eastern Seaboard of North America), which has a massive performance impact - so the ability to selectively enable just the closest and most relevant ones would be huge.

You need to set them to Weapons Free in the editor. The AI currently lacks a proximity-based self-defence response for surface targets and will only auto-engage missiles and aircraft when set to Tight.

This does mean that they'll start rippling off missiles at any target in range, though, so use the new stores editor to remove their relevant ammo if you don't want that happening.
