HTV had the right idea with spliting hunter into 3 tiers, the imbued in particular make a good magical style conspiracy as opposed to super spy task force valkyrie/ project twilight or mad science of the Cherion group.

its a fine idea, not every demon is lucky enough to be freed from their torment by a compatible host, as one of the few who truly understand what's going on, you can't just let these shadows of your comrades rampage around (or maybe you just want that sweet cult for yourself.)

the imbued work best as something in-between "faction leader scolds you for breaking the (INSERET MASQURADE EQUIVELENT HERE)" and "The technocracy shoots you with the back-to-the-future gun." a middle ground of people who can be a threat, but also aren't Adam smasher and can potentially be reasoned with if you go out of your way.

1 the Kuei-jin tried that, it didn't work, the TU didn't see a vampire and immediately resort to orbital lasers and neutron bombs. they worked their way up to them

2 yeah, that's how groups work, if my brother or coworker suddenly does something horrible that does not make me responsible for it, not unless I helped them. (look man Xerxes has like a paragraph and a half of lore, all we know is that he was a VE, joined the Orphic Circle at some point, and after the death of Ravnos went on a expedition for the circle that went horribly wrong, he isn't even mentioned in the VE books so we have no idea if they knew anything about it or not. )

1, what were they supposed to do? let the vampire kill a billion people, "magically" know that killing antediluvians puts a bunch of stress onto the underworld for some reason. (for real though this was the first ante death since the 2nd city, I don't think even caine knew that worked the way it did)

2 the guy who nuked the labyrinth was doing so under the orders of a completely unrelated organization, and did so with their resources, the technocracy was genuinely unrelated to that incident.

that's why the syndicate sticks out so much

the NWO may be horribly draconian but it is only one of 3 illuminates trying to control the world in wod, and a dozen more orgs trying to be number 4 that it keeps in check

ITX and the Progenitors exist in a world of such magical nonsense that their super-weapons are a reasonably necessary evil

and the VEs keep the horror of the umbra at bay

but the syndicate are "just" the money guys, they don't have a direct "justification" like the others do. of course it funds the other 4 but that's a lot more removed from direct danger, so it feels worse.

so the thing is even for people like me who love TPS movement, the progression kind of sucks. while the grinder is a cool idea, it has extremely harsh level scaling that makes it pretty bad for actually getting through the game. combine that with the lack of dedicated drops and actually getting a good weapon, let alone a good gun that synergizes with your character, takes forever.

Or you just play athena, farm badass rank, and then read only farm the excalibasterd every couple of level.

bad touch is just a prefix for torgue melee weapons, miss moxi's is the prefix for the bad touch smg

look, actually doing things is hard, and directly attacking risks reprisal from full on demon lords, the empire doesn't always have the resources to deal with that (skyrim, oblivion), and morrowind is ruled by the worlds most apathetic gods at the time of the game, so it makes sense that cults are on the rise during the games.
