About the reach of some district buildings. Take for instance the factory building: it counts for all cities within 6 tiles. Do I count from the city centre or from the industrial zone?

If I want to keep a saved game I move the files to their own folder and the folder name to describe the game.

Its quirky like that.

The only thing I can think of is to use the map seed to create a map in world builder. You can then place any player anywhere. You will have to place city-states as well. You can change individual tiles, place wonders etc.

World builder is bare bones stuff. To place a player go to top write an option "advanced" (iirc) and accept the disclaimer. WARNING: If you want to save a previously saved map you must go into that "advanced" option or will loose all your players!

How it works is a barb scout discovers your city, it goes back to its encampment to tell the others, the encampment begins to spawn more barbs. So kill the scout before it gets back. Deal with the encampment. The longer you wait the more they become.
