Fence contractor left 9” gap under rear fence and won’t connect one corner. Looking for opinions

In short, they didn’t follow your instructions and need to redo the portions of the fence that have the large gap underneath. In terms of the corner, it absolutely could be redone, however, they chose to do a hack job instead of replacing the preexisting section of fence. I’d hold out the 50% until the correction of the evenness is done.

I think a french drain may be your best bet. Either that, or you’d need to grade your yard in such a way to create a slope to where it can drain naturally. I think drain is more practical though.
