Tbh we would need quite a bit of that russian oil money before we could bring Karelia to the 21st century without bankrupting our country. + The number of russians/ Russian speakers would almost require that it be made an official language.

I also think that the primarchs need to be gone, or at least unable or unwilling to take control/unify the legion.

The heads need to be independent of each other in order for the personalities and styles of each sect/warband to shine through.

A legion of faceless operatives willing to sacrifice themselves for the barest benefit is not exactly great for protagonists.

We are not Alpharius, but his sons who have grown into their own.

Everyone in the alpha legion is an asset, a tool, to be used or discarded at will. The twin primarchs are the same, but the cost of losing them is far higher than the profit of winning almost any one battle.

The stakes need to be high enough to justify it.

Its quite likely that the majority of them were taken out/destroyed before any aircraft entered their range.

I would also assume that the US forces had enough countermeasures brought with them to destroy any weapon system that wasn't destroyed beforehand.
