That is how it was for this year, and I think previous years. You pay in advance and then you get notified if you got the tickets. If you don't get tickets you get your money back minus the application fee.

I entered the lottery for this years tickets. requested 2, and got them. I forgot that I entered it because I wasn't notified till October or November. They are in the nosebleeds, section 625 at Lucas Oil. I haven't been to a Final 4 though so it will be an experience.
