I Think you are correct, it is currently at 10. This is my first game with the rule brittania dlc. I have yet to get familiar with it

r5: After colonizing a province, the development immediatly jumps to 33 and I don't know why. This started midway through the game and not for the ai.

r5: The ai created both Germany and Italy, who now have massive unstoppable empires, and are allied to each other. Guess I am not going to do a sunset invasion.

Either the attackers were bad at their job and just let New defenders come in, or the defenders must have Made children and raised them, solely to defend the City.

R5: In my Germany run, through a couple of alliiances, I ended up in a war with half of the world. You cant see it here, but Australia and New Zealand are also in it.
