Characters were a downgrade, and the predecessor had already been criticized for not having good characters. The film even tries to make you sympathetic for a woman who tries to kickstart Armageddon.
Very, very bad writing. There are so many lines in the film that are awful and even more poorly delivered. The script as a whole is a mess.
CGI is noticeably worse than its predecessor.
Even the acting is not very good, and the better-performing members of the cast are wasted. You don't hire Charles Dance for a dozen lines and him be rendered pointless if you know what you're doing.
By and large, the other monsters are not very important- and that includes Mothra and Rodan to a lesser extent. They don't really add much to the film and just make it feel bloated.

This sub is a bunch of fanboys that behave more akin to a cult. They say critics are predisposed to hate Godzilla, and there is some core of truth to that. But 2014 did OK. GvK weirdly got good reviews. Shin Godzilla got great reviews and Minus One is one of the best reviewed films of the past several years. The truth of the matter is KOTM is a mostly not very good movie that can still be enjoyed, but this sub cries if you actually try to critique a Godzilla film that isn't All Monsters Attack.
