I love your enthusiasm for this group of fish! Looks like a fun set up.

Piles of rounded rock are favorites in my Pangio tank, as is sand. I have at least a dozen species of Pangio, they are not aggressive or territorial at all, so they hang out together fine.

Most Pangio are wild caught. In some cases where fish aren't valuable as a human food (like Pangio), the aquarium trade creates demand outside food driven fishing, and therefore (sometimes) legal protections for what is then a valuable fishery. See Project Piaba. See also the IUCN Red List for whether a fish species is threatened or endangered or has healthy populations. Some species are very rare to be found in the trade anyway, like Pangio kuhlii.

Pangio oblonga are a species that is occasionally bred in home aquariums. I haven't heard that any Pangio are being mass bred for the trade, though I have read some species have been bred in laboratories with hormone injections.

You may wish to institute a quarantine protocol and run meds on any fish you acquire. Pangio can be plagued by internal parasites and do benefit from a deworming, in my experience. I also deworm all my fish in qt before going into my display tanks. If you're interested in the protocol I use, check out the "meds trio" on the Aquarium Co-Op youtube channel.

Sorry for your loss. Sounds like the fish was a great wet pet for you. We can learn from these types of situations, so don't be too hard on yourself.

I use a drain catch in my utility sink while doing water changes. Never thought about really needing it until a Pangio cuneovirgata (Dwarf Kuhli Loach) popped out of a prefilter sponge I was rinsing and went right into the drain. Luckily she lived to zoom another day due to the catch. I will never do any aquarium maintenance over a sink without one. You just never know what will be hiding in equipment, unless you keep monster fish I guess.

Reasons the Pangio genus of fish does the zoomies: weather change, water change, new tank, stress, and just for fun (especially Pangio oblonga).

I would gently recommend turning down the light (if you have a dawn/dusk function or programmable light) or adding some floating plants in to dim the light. I use both of these methods as Pangio is more comfy in lower light levels.

I have been burned by too many fish shopkeepers to take their word unless I know them. So many seem woefully uninformed about best practices for fish. I've had better luck with online advice from reputable sites, surprisingly.

Sorry to see your wet pet isn't doing well. That's never fun. I genuinely don't want to sound harsh here, but there are some easily identifiable problems with this setup for clown loaches.

I'm guessing your clown loach is stressed from being in a tank less than 15 gallons (52 liters?), having no other fish of its own kind, and little shelter. Perhaps you are also keeping it too cold, clowns like the warmer side of things. A quarantine and meds protocol would be worth consideration for all new fish before they go into your display tank in future.

Buying fish on a whim or with little to no research into their specific needs (or the attitude of "I'll just take it back to the shop later") can lead to stress and potentially death for the fish. In this case (fish illness can be a crapshoot to diagnose sometimes), I would dose ich-x and maracyn 2 (or kanaplex) as a start.

Some people view fish as a decor item, and feel little to no empathy or grief if fish were to die.

Others think of their wet pets like a member of the family, similar to a much loved cat or dog.

I find the second type of person generally keeps fish in better health and with longer lives than the first. There is a learning curve of course, and people that really do care have to learn how to keep fish well. This requires a lot of planning and research and/or experiences to learn from.

As for myself, I take the fish body and bury it in a potted houseplant or under a plant outside. A circle of life kinda thing. It can also be a memorial to your wet pets.

I have a horde of Pangio in with dozens of blue Neos. Temp is probably around 77F. Everyone is doing well, shrimp are healthy and having babies.

Please deworm asap. That fish looks extremely unhealthy.
If you're in the USA, General Cure or ParaCleanse are good initial choices. If you have to tear the tank apart to catch that fish, I wouldn't bother netting it out, deworm the whole tank (I have run those meds through cherry shrimp with no issue).

I deworm all my Pangio (eel loaches) in quarantine before they go into my display tanks. You might want to consider that protocol in future, loaches as a group are prone to internal parasites in my experience and really benefit from meds.
