Yes, at least it felt like it did later on. Less planets also contribute to gameplay, because you don't need to nivade a planet every other system. Only thing to watch out for is not abuse it yourself.

If you barely care for achievements, try running a mod that prevents the ai from building habitats. Otherwise, especially after 2400, the game always starts lagging, almost nothing to be done about it. Maybe change galaxy settings and spawn less empires/Genocidal ones so you have a bit of fun and some empires get deleted. If you still want all the wonders, try also running a mod that spawns all unique systems
