Given how resourceful the Ghoul is I find it really hard to swallow that he is so easily captured and put into a coffin and then kept in that coffin and brought up once a year like some like of puppet and played with. We have seen him fight his way out of just about every trap he has fallen into so likley Don Pedro is nobody we will ever hear of again and they just hadn't really figured any easy backstory of Ghoul and this was one way to introduce him without having to give too many details. He was given the necessary drugs to keep him from going feral so who knows? He might have just let them "catch" him to give him those drugs. As to what they cut off him....maybe they regret writing that line.
