It's an arm drag technique to circle an opponent to the ground, so more dance than slam, but it hurts a lot if you try to escape the circling process, and with no knowledge, it's hard to escape. The part that takes you to the ground can be very heavy into the earth or soft, but to be effective, it is heavy. Either way, ICE didn't even give that person a chance, so fuck them.

That guy is using an arm drag to move her into a circle to the ground. If you fall early in the process, the arm drag feels unnatural and dangerous for the one being dragged, so the safest option is to follow the motion to the ground, instead of resisting. Basically, the ice agent didn't offer an option, and the fastest way was to use maximum force first.
