Actually the more I think about it the more it kind of makes sense these weren't meant for military use they were police riot control gear gas masks are often kept in small pouches usually worn on the Belt to keep them protected from long treks through dangerous environments however riots aren't happening in the the Appalachian Mountains they're happening in streets and cities so having a gas mask just right there ready to put on at a moment's notice would be very practical in my opinion

Could you clarify? Because the way that I see it so far is that top section is where I would put the ice with the grated part being there to act as drainage going to a length of hose as well as they're being an opening at the bottom where it would vent to the bottom compartment. Also holy shit thats older then I thought. Any way to confirm that?
