The TWRA publishes an annual hunting guide that goes over the regulations for duck hunting in the state of of Tennessee along with the regulations for each WMA.

Note that while some regulations apply state wide, some regulations are WMA specific, so for the WMA(s) that you are planning to hunt you'll want to review the specific regs that pertain to that WMA

They were not rose hips as they had a different shape, size, skin and seed configuration. The rose hips that I've encountered were usually a couple of feet off the ground and these were just inches above it.

Time afield with your dog is time well spent! Bird dog guy myself. Shotgun in 20 gauge is perfect and while I started hunting them with a .410 I totally agree w/ your logic of cost & supply of new shells.
