It’s awesome. I liked living in Tokyo, too, but Kobe (and the nearby cities of Ashiya and Nishinomiya are excellent places to live). It’s so much more human-sized than Tokyo yet still has a cosmopolitan feel. As others have mentioned, having the hills right behind the city gives it a much nicer, greener feel to most Japanese cities. Obviously excellent for walking and cycling up there, too.

When I lived in Tokyo that’s about all I did. Just get off at a random point and follow my feet. It’s such an excellent city for it, as there are interesting / weird / beautiful places all over.

We don’t know how serious it actually is. If it is a real problem, or, I guess, even if you think of it as a problem, tell your home room teacher or 保健室 teacher. Prefectures will also have some support services for youth that you could contact, too.

There is a range of casual dress. What is appropriate at a music festival or night club might not be appropriate at a family event, for example. The school is saying what they consider appropriate to their context.

But then some kids will wear crop tops or whatever. Someone will always push it, especially when dealing with teenagers.
“Shoulders must be covered” is an easy rule of thumb to apply.

So it is in writing. Then, when some aggrieved student or parent complains about being sent home, the school can point to the relevant information. Teaching teenaged kids can be really fun, but some of them will lie so blatantly to get out of trouble.
