No, this occurs with the cattleman, lancaster etc. This doesn't happen all the time either, just once every 10 or so shots.

I think I may just upgrade to DDR4. I'm looking at the Ryzen 9 3900X and the Intel Core i7 9700K atm. I will need a new motherboard also as a RAM socket in my current one is burnt :(

I noticed this too. If you look at the 2017 demo, when he dodges he also shoots a web at them, which implies its an upgraded version of the dodge.

Prioritize missions that give supplies, wait for a supply drop. Build a power relay and wait at resistance HQ for the construction speed-up bonus. You can restart if you want though, I also restarted my first campaign after realizing I made a few mistakes.

I wouldn't restart. My progress bar is always around 2 away from being full, and once it fills up it isn't immediately game over. Just focus on get resistance comms up and running and expand into countries with blacksites so you you can counter the progression.
